My assumption is that these are gatherings held in one place, such as around a fire pit in a backyard. Farther down the same page there are "Business and service restrictions". Under "Sport and physical activities" it does not say that these are prohibited, but that they are restricted.

The common goldeneye Bucephala clangula is a medium-sized sea duck of the genus Bucephala , the goldeneyes. Its closest relative is the similar Barrow's goldeneye. The species name is derived from the Latin clangere "to resound". Common goldeneyes are aggressive and territorial ducks, and have elaborate courtship displays. Adult males have a dark head with a greenish gloss and a circular white patch below the eye, a dark back and a white neck and belly. Adult females have a brown head and a mostly grey body.
