Evolutionary Consent

Seems that this kind of consent is a necessary component in all lower-quadrant second-tier developments. It sounds funny, but in order to develop a second-tier culture anchored in second-tier institutions, we need integrally consenting adults, i.e. people who won't change their minds about their fundamental consent.
